In the 18th and 19th centuries, keelmen were boat crews working on the River Wear (and also the Tyne) that transported coal from the riverside staiths and depots out to waiting collier ships to be exported around the country. Each keel had a crew of 4 and carried a load of 21 tons of coal - all shovelled by hand. One of my ancestors was a keel-owner, though by then it was a dying trade as the Wear was dredged in the 1850s, allowing the colliers to get further upstream and receive the coal directly into their hulls from the staiths (aka "the drops"), bypassing the need for the keelmen.
